UpCloud Review
UpCloud is a Finnish cloud infrastructure provider known for its maxIOPS block storage — a guarantee, not a marketing line, on the IOPS you can pull from a volume. Founded in 2011, UpCloud operates 8 datacenters spanning Helsinki, London, Frankfurt, Amsterdam, San Jose, Chicago, Singapore, and Sydney, with hourly billing and a clean REST API. Pricing starts at $5/mo for a 1 vCPU / 1GB / 25GB maxIOPS plan.
Starting at $5/mo · Hourly billing · 8 global datacenters

Our Verdict
UpCloud is the right pick for developers who care about predictable I/O performance and want a clean API on top of their VPS. The maxIOPS guarantee is real — it's enforced at the hypervisor layer, not best-effort like most competitors. For database workloads, container hosts, and CI runners where random read/write IOPS matter, UpCloud is a tier above generic "NVMe-equipped" hosts. The trade-off is price: $5/mo for the smallest plan is twice Vultr's $2.50 and 2.5x RackNerd's $1.99. If budget is the constraint, look at RackNerd or Vultr. If predictable I/O is the constraint, UpCloud is the best in its tier.
